This means that any PenFed credit cardholder will be able to make purchases overseas and will not be charged that pesky extra fee. The foreign transaction fee will be eliminated from PenFed credit cardholders immediately for both new and existing customers.</p>
<p>&#8220;Staying true to PenFed&#8217;s core principles to bring products to our membership that have everyday value is a key element to the successful growth of the credit union,&#8221; PenFed Executive Vice President of Credit of Collections, Deborah Ames-Naylor said in a press release. &#8220;Eliminating the Foreign Transaction Fee on all of the credit cards in our portfolio is just our way of creating a unique and competitive line of cards that come packed with practical benefits that our members can actually utilize.&#8221;</p>
<p>Foreign transaction fees are a big factor consider when signing up for a new credit card. Foreign transaction fees occur when a purchase is made overseas and then a percentage of that transaction is taxed onto the purchase. Depending on the credit card, normal foreign transaction fees range from three to five percent. Capital One credit cards are some of the few credit cards that do not charge any foreign transaction fee.</p>
<p>Credit cards have been revamping their credit card portfolios in order to attract more consumers in a hard market. Since the Great Recession, credit cards have been loosing steam to debit cards and checking accounts. PenFed hopes the change will keep cardholders satisfied with their service.</p>
<p>PenFed’s new change will not affect their “Best in Class” cards — the PenFed Promise card and the PenFed Premium Travel Rewards American Express Card, which do not charge transaction fees. However, the change will affect the PenFed’s Visa Gold, Platinum Cash Rewards Card, MasterCard, and Visa Classic programs.</p>
<p>The Pentagon Federal Credit Union is the United State’s third largest credit union with more than a million members worldwide. They provide services to members of the military, including the Marine Corps, Coast Guard, Department of Defense, Air Force, Army, Department of Defense, Navy, as well as volunteers of the American Red Cross and their family members.</p>
<p>Credit unions have been gaining popularity this month as major banks across America released their monthly debit bees. Experts have reported that credit unions offer low to no-fee debit cards and credit cards. Bank of America announced $5 monthly fees, and Wells Fargo announced $3 fees, and other major banks are following suit.</p>

<p>Low interest rates could help or hurt credit card holders. Habitual borrowers may be pleased with the news, while habitual savers may feel the strings on their wallets tighten. Those who borrow will benefit from the banks, because they will be issuing more loans to consumers with higher credit scores. On the other hand, savers will stack up money and watch it sit in low-interest savings accounts.</p>
<p>Because of the Credit Card Accountability, Responsibility and Disclosure Act, banks change their average percentage rates to coincide with variable rates. This means that credit card interest rates could easily fluctuate as well, with the Feds news.</p>
<p>“At the moment, there doesn’t seem to be any pressure on credit-card issuers to increase the APR’s on overnight loans,”__ at Credit-Land.com said. “It merely seems that banks are opening up more accounts to consumers with outstanding credit scores. So consumers that already have mastered the principals of borrowing will reap the rewards from this.”</p>
<p>Most savings accounts have an interest rate of under 1%. Money doesn’t grow in that type of interest environment. Savers may end up sitting on piles of cash, adding only a dollar to their account annually, according to the representative.</p>
<p>The Federal Reserve announced the lowered fixed-interest rate in hopes that consumers will change their ways and begin to buy more large ticket items. The Fed expects that consumers will be enticed by the low interest rate and will be motivated to buy larger items such as cars, houses, large appliances and equipment. America’s weak economy is dependent on consumers purchasing these goods. If consumers purchase more of these goods, the economy will shoot back to a level of normalcy that we haven’t seen in almost five years. Many analysts don’t believe that lowered interest rate will stimulate the economy as the Fed hopes. It seems that consumers are more interested in saving their money now and finding the best deal, rather than keeping up with the Joneses’.</p>
<p>Low interest rates are a double-edged sword. <a href="http://www.credit-land.com/1001/1001_page_13370_32273.php">Low interest rates</a> have the potential to revitalize an economy, but have also contributed to half a century lows in American mortgage rates – which among other factors uses the interest-rate scale. Low interest rates also affect certificates of deposit (CD). In three years, interest rates on a one-year CD plummeted from 2.38% to .42%, according to Bankrate.com. Many money-market mutual-fund yields are at only .01%. These low rates don’t compare to the rising inflation – which rose 3.6% last year alone.</p>

<p>First of all, the CARD Act does not levy a cap on the interest rates that banks can charge on the credit cards. The Act can only prevent the banks from increasing the rates arbitrarily, like in the past. Linda Sherry, a financial analyst with a leading company, says that most people wrongly assume that the CARD Act curbs the interest rates on the card. This is, however, not true. She says that the best cards with the best terms are advertised and issued only to people with good credit history. Those with a poor credit score are left to the mercy of the banks that can take advantage of their plight by charging sky high interest rates.</p>
<p>Unlike what many people think, the CARD Act does not prevent credit card companies from marketing their cards to college students. It has only levied certain restrictions that have curbed the aggressive marketing tactics that credit card lenders resorted to in the past. Today, students below the age of 21 have to either produce proof of sufficient income to cover the costs of the credit card or get a parent to co-sign on the application form. Also, the Act stipulates that lenders cannot entice students with freebies to sign-up for their cards.</p>

<p>The AdWords business card is collaboration between Google and World Financial Capital Bank and the card is being issued only to a selective group of advertisers in the United States. The spokesperson for Google said that this card will enable small business owners to pay for the ads during the peak season time. They can repay the money once they reap profits from these ads. This credit card does not have any annual fees associated to it and the interest rate being offered is 8.99 percent. The company will set different limits for different customers based on many factors. The internet giant did not disclose how many cards it planned to issue in the forthcoming months.</p>
<p>As per the data from Bill Shrink, a company that collates data about credit cards, the interest rate being offered by the Google credit card is much lesser than many of the business cards that are being offered by banks. The only other card that comes closest to the interest rate being offered on this card is the Wells Fargo Platinum credit cards that charge an interest rate of 9.24 percent.</p>

<p>The CARD Act was brought into effect to curtail the abnormally increasing rates of interest and fees on consumer credit cards that prevented customers from paying off their dues completely. The implementation of the act has put a clamp on the burgeoning rates, thanks to the rules and regulations that govern the act. While the regular customer credit card holders are a happy lot, the business card holders still are now out of danger. With the consumer credit cards out of the way, credit card companies are trying to make up for the lost revenue by increasing the interest rates and fees on business credit cards.</p>

<p>This is just one of the many breaches that have taken place so far this year. The number of breaches this year for the first six months stood at 216 as compared to 333 instances last year during the same period. Javelin Strategy and Research that conducted a study in this field released a report that showed that among the innumerable lenders in the credit cards industry today, roughly a little more than a dozen banks that issues MasterCard and Visa credit cards to customers have relevant security measures in place to ensure no data compromise takes place. Two major lenders who fall under the safe issuers category are the US Bank and Bank of America. A number of smaller banks such as Sun Trust, Associated Bank and State Farm also made it to this list. This annual study, conducted prior to the data breach reports from CitiGroup, placed this bank at the ninth spot.</p>
<p>A number of factors were taken into consideration as a part of this study. Some of the major factors that played an important role are monitoring strategies, fraud alert availability and various security measures in place.</p>

One of the recent surveys have revealed that over 33% of the card holders in the country have reported charges of fraud related to credit and debit cards. This increase in fraud can be attributed to the outdated card technology being using in the US which have fewer security measures as compared to the technology adopted by many other countries in Europe.</p>
<p>Consumer Reports’ Andrea Rock says that it is not surprising the consumers in the United States are easy victims of card related fraud. This is because of the outdated technology that we continue to use in this country that lacks the required security measures. She went on to say that the information that Americans needed to complete their online or offline transactions on their card in stored on the magnetic tape of the card in the unencrypted form making it susceptible to fraud. This stored information can be easily stolen and transferred on to another duplicate card.</p>
<p>Rock also said that fraudsters preferred stealing information from debit cards as compared to credit cards because these cards can be easily used to draw cash from the nearest ATM instead of using it for paying for various purchases at stores.</p>
<p>Countries in Europe have safer debit and credit cards since they have switched over the “chip and pin” technology that is safer and provides for data encryption. A unique identifying code for each transaction further strengthens the security measures on these cards.</p>
