where is the site for pre-approved applicants to enter their activation number

. A credit card company is asking that i "opt Out".. it says close acct then opt out..I had asked them to lower interest rate and finance charge [29.4%] and this is what they told me to do, then they will lower it...
By closing acct. do they mean pay it off? and what is 'opt out'???

In my view, this is a trick, as they can charge you for closing the account and for opening a new one, or for something else. I have really no idea about what they meant by opting out, as this term is usually used when speaking about stopping pre-approval credit cards from coming to your mail.
If you really want the current credit card with the current bank, but with a lower APR, you have a right to ask the bank to lower it, but if they deny, you can say you will change the bank for a better one, and they can agree in order to keep you as a customer. If you are not satisfied by the results of negotiation, feel free to change the credit card provider.

I filed bankruptcy 4 years ago. I am now cleaning up my credit with the 3 bureau's. Are department store credit cards easier to get for someone with fair credit and a score of between 615 and 635. If so, which one 's do you recommend I apply to so as to have more positive data on my report.
